Pakistan’s National AI Policy: Targets, Funds and What It Means for Students

Pakistan approved its first national AI policy in 2025, with ambitious goals for skills, startups and research. What it promises and what to watch.

On 30 July 2025, Pakistan’s federal cabinet approved the National Artificial Intelligence Policy 2025. It sets out how the government wants to build AI skills, support startups and use AI in public services. For students and young engineers, it signals where opportunities may grow.

The headline targets

According to the government’s announcements, the policy aims by 2030 to:

  • Train one million people in AI and related skills.
  • Offer 3,000 scholarships a year in AI related fields.
  • Support the development of 1,000 AI products and tens of thousands of AI projects.

Funding and institutions

  • An AI Innovation Fund and an AI Venture Fund to support research, startups and commercialisation.
  • A national AI Council to oversee implementation.
  • Plans for centres of excellence and stronger computing infrastructure.
  • Attention to ethics, data protection and responsible use.

The challenges

Policies are only as good as their execution. Pakistan’s AI ambitions depend on reliable funding, affordable computing power, fast internet, better data protection laws and keeping trained talent in the country. Watch for budget allocations and visible programmes, not just announcements.

What students should do now

  1. Build the foundations: Python, statistics, linear algebra and SQL.
  2. Learn modern tools: PyTorch, retrieval augmented generation, agents and MLOps.
  3. Ship projects: solve local problems in Urdu language processing, agriculture, health or finance.
  4. Watch for scholarships and training programmes from HEC, the Ministry of IT and universities.
  5. Build a public portfolio on GitHub and Kaggle.

The bottom line

The policy gives AI an official place in Pakistan’s development plans. Whether or not every target is met, the skills it prioritises are in demand worldwide, and that’s a good bet for any student.
